Biography
Prior to joining Bevan, Mosca & Giuditta, P.C., Chris worked as an Assistant Attorney General for the Washington State Utilities and Transportation Commission where he led attorneys and commission staff in complex and technical regulatory litigation, stakeholder negotiations, agency rulemakings, policy advocacy, appellate litigation, and legislative affairs. Chris has spearheaded strategy as lead attorney for numerous electric and natural gas rate proceedings; created a national model for corporate clean energy procurement by negotiating a ten-party settlement that facilitated Microsoft’s ability to bypass the incumbent utility to acquire 100 percent clean energy; and successfully defended Washington State’s renewable portfolio standard. Chris has also worked as a Power Analyst at a consumer-owned utility where he supported the negotiation and implementation of power and transmission contracts and represented the utility in trade associations and in regulatory forums. Prior to law school, Chris worked as an environmental educator in the Galapagos Islands and helped establish a successful biofuel business in the Bay Area based on recycling kitchen grease.
Chris earned his J.D., cum laude, and Master of Environmental Law and Policy, magna cum laude, from Vermont Law School. He holds certificates in Energy Law and in Land Use Law. Chris received his B.A in Rhetoric from Bates College.
