From his office at the World Bank in Washington, D.C., Chuck Di Leva has a global view of changing climate, exploding populations, and increasing pressure on the planet’s finite resources. The inevitable growth in conflict as the world changes will be “almost exponential,” he says, especially in those parts of the world that lack a consistent set of laws among national, regional, and provincial levels. He’s recently taken on the responsibility of chief legal advisor for a team helping Peru develop a new law on climate change and new instruments for carbon and climate finance, as well as helping efforts to reduce global gas flaring.
